CENTRE FOUR HOCKEY LEAGUE

BY LAWS

 

PREAMBLE:

A)    The name of the league will be The Centre Four Hockey League

B)    The address of the organization will be:

c/oBruce Clements, President

      Shellbrook, Sask. SOJ 2EO

C)    Purpose - To provide competitive hockey for promoting the development of

       hockey players on teams holding membership in the league.

BY-LAWS

 

ARTICLE 1 - MEMBERSHIP AND FEES

 

A)   Membership in the league shall be by teams as approved by the Board of Directors  holding membership in the league from the immediate past season.

 

 

B)   New teams joining the league will be under probation for two years after which the league members of the Division will vote by simple majority whether to have that team remain in the league.

 

C)   A league entry fee shall be set by the Board of Directors to be paid by each team in the league to cover administration expenses and the purchase of league trophies.

 

D)   A performance bond, as determined by the Board of Directors, must be posted by each team in the league prior to the commencement of league play and will be held in trust by the league at the end of the playing season.

 

E)  New applications for league membership must be made in writing to the league President by April 1.

 

ARTICLE 2 - EXECUTIVE

 

A)   The executive of the league shall consist of a Board of Directors made up of one director elected or appointed to the board by each team in the league.  Each director will have one vote at the league meeting.  Each team shall name an alternate director who, except in the absence of the director, will have voice but no vote at the league meetings.

 

B)   Officers of the league will be the president, vice-president and a secretary-treasurer.

i)       The president may not be an executive member.

ii)     The vice-president and secretary treasurer may or may not be executive members.

 

C)   Officers will hold office for a two year term.  The president will be elected with the

      vice president and secretary treasurer elected or appointed at the league meeting     

      held prior to the start of league play.   Each centre will provide a vice president  for

      the league on a rotational basis as determined by the Board of Directors.  Failure to 

     comply will result in a $500.00 fine.  League executive rotation order:

D)    Honorarium set at the fall meeting:

I.         President -$2000.00

II.       Secretary-Treasurer-$750.00

III.      Statistician - $3000.00

 

ARTICLE 3 - DUTIES, RESPONSIBILITIES OF EXECUTIVE AND OFFICERS

 

A)   The executive shall be responsible for the selection of the following appointments and to clearly outline their duties.

 

I)       Statistician

II)      Referee-in-chief

 

B)   The executive shall appoint other committees as deemed necessary.

 

C)    Each director shall be responsible for coordinating ice time and game officials for their home centers and division of hockey and communicating with the president, statistician and referee-in-chief as required, after each home game.

 

D)   Each director shall ensure that all players on their respective teams are properly registered in their center and that each player is insured as set out by their respective hockey governing body.

 

E)   The president, or in his absence, the vice president, shall preside at all meetings of the league. 

 

F)    The secretary-treasurer shall keep minutes of all meetings and maintain financial records of the league operations.

 

 

 

 

 

ARTICLE 4 - MEETINGS

 

A)  All meetings will be called by the president when deemed necessary, or at the request of a simple majority of the executive members. 

 

B)   The executive shall meet a minimum of three times per year, twice in September and once in April.  The first September meeting shall be the annual meeting of the Centre Four Hockey League.  Business to be conducted at the annual meeting shall include:

I.         financial statement of the league

II.       proposed budget for the year

III.      establishment of league fees and league bond

IV.   amendments to the constitution (notice of motion outlining amendments) shall be mailed to each team at least fourteen days prior to the annual meeting date.

V.     election of president

 

C)   Motions and by-laws will be passed by a simple majority of those present.  Motions and by-laws specific to one Division only will be passed by a simple majority of those present in that Division.

 

D)   All interested persons may attend any meeting but shall have no vote.

 

E)   Voting in all meetings will be by a show of hands.

 

F)    The scheduling meeting will be held on the last week end of September and the play off format will be set at this meeting.

 

G)   Each minor hockey organization with teams in the Centre Four League, have a representative at each league meeting.  Teams not present at Centre Four Hockey meetings are deducted 25% of their bond.

 

H)   Minutes of all meetings shall be entered on the Centre Four Website within two weeks of the meeting.  Notice of next meeting shall be sent out two weeks prior to the meeting.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

ARTICLE 5 - LEAGUE OPERATION

 

A)   The league will operate on a schedule as set by the Board of Directors.

 

B)   Each division in the Centre Four League be limited to 14 teams.

 

C)   Points will be awarded each team on the following basis:

I.         Win  - 2 points

II.       Tie    -  1 point

III.      Loss -  0 points

 

D)    League champions in each division shall be decided in a format set by the Board of Directors.

 

E)    The league will provide individual awards to all team members of the championship team in each division and all team members of the runner up team.

 

F)     All teams participating in the league schedule will participate in the league playoffs.

 

G)   Teams will not be required to play league games within 24 hours of provincial games.

 

H)  Each series shall consist of two (2) games, total goals to count.  Both dates must be   

     set before the start of the series.   The semi-finals may be a best of three play off if

     both teams mutually agree. The final series in each division shall be a best of     

     3 playoff.  The team finishing in the top position shall have the choice of playing the  

     first playoff game at home.

 

I)  When two weeks are given for a playoff round, the first game must be played during 

      the first week unless mutually agreed upon.

 

J)  Teams playing past playoff deadline without permission will be fined $200.00.

 

K)  The home team will be responsible for the assigning and payment of the referee and linesmen for all league and playoff games.  Teams who request a neutral referee and/or linesmen are responsible for payment of their fee and mileage.  Such request must be made to the League President 48 hours before start of the series.  If mutually agreed upon official costs are the responsibility of home teams.

 

 

 

ARTICLE 6 - RULES OF  PLAY

 

A)   The league will operate under current S.H.A. rules with modifications as set out by the Board of Directors in a form known as Centre Four Hockey League Playing Rules.

 

B)   Teams shall adhere to S.H.A. regulations governing player eligibility and movement.

 

C)   Teams must fax in team rosters to League Statistician before first league game is played.

 

D)   All home teams to have the following minor officials in place for each game.

             -scorer, timekeeper, one person in each penalty box.

      Failure to comply will result in a $200.00 fine.

 

E)   At the scheduling meeting all teams must bring a minimum of twenty week-end dates with appropriate ice times consistent with C.F.H.L. policy.  Centres with three teams must have a minimum of seventeen (17) weekend ice times for each team.  Failure to provide these dates will result in a $500.00 fine per team.

 

 

ARTICLE 7 - WINDING UP

In the event of dissolution of the league, the assets, after payment of all liabilities, shall be divided in an equitable manner and donated to community or sports activities as determined by the Board of Directors.

 

 

ARTICLE 8 - PRESERVATION OF LEAGUE NAME

In dedication to the centers involved in the initial formation of the league, the name shall be maintained for as long as the league continues to operate.

 

 

ARTICLE 9 - APPEALS PROCEDURE

An appeal procedure shall be as follows:

The committee shall consist of one member appointed by the president and one member appointed by the appellant and one member appointed by the president from a list of six members of the Board of Directors as selected by the appellant.  All appeals will be accompanied by a cheque for $200.00 non-refundable.  All decisions by the appeal committee shall be final.  All appeals shall be heard within fourteen days.  All suspensions shall remain in effect until the appeal is heard.  A decision will be forwarded to the president in writing within seven days of the appeal hearing.

 

 

 

 

 

CENTRE FOUR HOCKEY LEAGUE - RULES OF PLAY

S.H.A. rules and regulations will apply to all league games with the following additions.

 

1)    GAME FORMATS

     The format for timing of periods will be as determined by the local authority having       

     jurisdiction of the arena.  The length of periods and rest breaks may vary from

     centre to centre.  It is the responsibility of both teams to ascertain the format to be 

     used prior to game commencement.

 

2)    CONDUCT OF TEAMS

     When entering or leaving the ice area between periods and at the end of the game, the home team shall allow the visiting team to enter or leave the ice area first so as to prevent the intermingling of teams.

 

3)    TEAM UNIFORMS

     The “Home Team” shall wear white or light-colored sweaters and the “Visiting Team” shall wear dark-colored sweaters.  If for any reason a team cannot supply the correct color, it will be that teams responsibility to contact the opposing team’s manager and arrange for some mutually agreeable solution.  It is recommended that visiting teams carry both sets of sweaters.

      All teams must have the S.T.O.P. sign on the back of their home and away       

      sweaters.  The logo is to be in the middle of the sweater approximately two to three  

      inches above the number(s).

 

4)    HOME TEAM

     The home team will supply the pucks for the pre-game warm-up.

 

5)    SUSPENSIONS

    The rules committee chairman will notify the coach of the team involved of any suspensions arising from infractions occurring during league scheduled games.  Coaches are reminded that any player or team official assessed a “match” penalty

      cannot participate in any further games until notified by the rules committee chairman

     If a team forfeits either a league game or fails to return a playoff game in a

     league series, it will pay a fine of $500.00 plus $1.00 per kilometer round trip. 

     This money will be paid to the league and the travel portion will be used to  

     compensate the non-offending team.  The travel payment can be waived

     between the two teams involved. 

     If a team drops out of the C.F.H.L. during the playing season or forfeits a play off series that team would automatically lose its performance bond to the league for that year.  Should that team apply for re-admittance to the league in subsequent seasons, then the league committee would decide at an annual meeting what the re-entry performance bond should be.
